Set to roll out January 6, 2020, the Clearinghouse is a centralized online database containing records of DOT FMCSA drug and alcohol program violations. The searchable, real-time database allows employers to screen and query commercial drivers for any violations of drug and alcohol program.

The FMCSA is the US DOT agency that regulates truck and bus drivers who possess Commercial Drivers Licenses (CDLs).
Among the new employer requirements is to query the Clearinghouse to search for any recorded violations. The employer must purchase queries from the Clearinghouse. A Full Query must be conducted pre-hire, and a Limited Query must be performed annually on each existing driver.
