Lautech ODLC Charts the Course for the Face of Learning in Post-COVID-19 Nigeria

In a bid to advance vibrant online learning environments that can be resilient in the face of forced disruptions currently going on in the Nigerian educational system during the COVID-19 global pandemic and after, Ladoke Akintola University of Technology (LAUTECH), Open and Distance Learning Centre hosted a two-day global webinar titled, “Beyond COVID-19: Adapting to the New Normal”.

In his opening remarks, the moderator of the webinar, Dr. Ganiyu Adigun said, it was a conversation happening at the right time when over 1.2 billion students are out of the classroom globally, particularly in developing countries such as Nigeria. As schools and other human activities are connecting to the digital world to engage and deliver, researchers, stakeholders, administrators, and policymakers gathered on the 15th and 16th of July 2020, to discuss the way forward. The speakers were from diverse professional backgrounds ranging from Information and Communication Technology for Development (ICT4D), Academia, Digital Innovation, Strategic Management, Industry 4.0, and Cybersecurity.

The first day themed “Evaluating E-readiness for E-learning in Nigerian Context” was kicked off by the Vice-Chancellor, LAUTECH, Prof Michael Ologunde. During the session it was acknowledged that Nigeria has many factors hindering quick adoption of eLearning including inadequate learning and training facilities, non optimum capacity development of teacher/lecturers, and other factors.

One of the invited speakers at the event, Prof. Abiodun Musa Aibinu, the Director of Open, Distance and eLearning Center and Head, Department of Mechatronics Engineering, Federal University of Technology Minna, said that “Reshaping education in Nigeria will involve a concerted effort between the students, staff, academic institutions, regulatory bodies and government”. The COVID-19 pandemic has revealed vulnerabilities in our educational system which could be corrected with the use of ICT tools that will usher in e-learning with augmented, virtual reality and 3D animation that could complement practical based courses.

In his presentation on ‘Stakeholder Analysis: Collaborative Engagement Towards Successful Transformation in Education’, Prof. Adedapo Ojo of LAUTECH told the audience that digital transformation in education will work when there is a joint effort between relevant stakeholders like content creators, students, policymakers, administrators, and regulators. He added that there is a need for relevant policies that will engineer the process. Formulation and adoption of such policy is not a one and for all thing, but a closed-loop system, which includes, the drafting, capacity development, public orientation, implementation, monitoring, and feedback processes. Achieving this would require concerted efforts of all stakeholders with continuous change, compliance, and control.

To unveil the face of instructors and teachers in the new normal and itemize the required set of skills in order to successfully adapt and consequently impact knowledge was Prof. Francisca Oladipo’s submission. In her presentation titled, ‘The Digital Teacher: Examining the Emerging Profile of Teachers in the Post COVID-19 Era’, she reminded the participants that most learning activities will now depend on the use of digital technologies and the possession of the requisite skills and the emotional disposition to go with the advent of a new era.“The post-COVID-19, we should be willing to use digital learning technologies to manage, plan, deliver and track the learning process; learn new teaching strategies based on prevailing circumstances and learn a complex mix of skills which need to be constantly refined”, she said.

The Director of the Center, and current Deputy Vice-Chancellor Academic Affairs at Kampala International University, Prof. TayoArulogun, in his presentation on ‘The State of ODL in Nigeria’, pointed out that ICT is the key tool to achieve the special organizational and administrative arrangements required by distance learning to meet the needs of every learner. ICT Development Index (IDI) rank of the country needs to be consciously improved by investing purposefully on functional and sustainable ICT infrastructures. Prof. Arulogun furthermore, affirmed that Open and Distance Learning (ODL) has enormous potentials to create an inclusive educational space that could solve the twin problems of access to education and the high cost of delivering education for a large population with Nigeria as a case study. There is the need to revisit and implement the Nigerian National Policy of Education especially the policy on distance learning that emphasizes the “provision of access to quality education and equity in educational opportunities for those who otherwise would have been denied”. He advocated for open access collaboration among tertiary institutions in Nigeria in the area of capacity development and courseware development for ODL because interactive learning materials and ICT infrastructures are very important and could be expensive.

Concluding the sessions on the first day, all the speakers agreed that Nigeria was on the right path, putting together ICT infrastructures and capacity development of the faculty members and administrators in readiness to educate the learners using eLearning as a veritable tool during and post Covid-19 eras. The country has continued to evolve new ways to solve her infrastructural deficit especially in the educational sector and LAUTECH is leading in this initiative by leveraging on the experiences of the ODL implementation.

The second day themed, “Skill Re-assessment: Acquiring Digital Skills for the New Normal” commenced with an insightful presentation from Dr. Olalekan Samuel Ogunleye, a LAUTECH Alumni and an academic based in South Africa. He spoke on ‘Adapting Digital Technologies for Transformation’, and reflected on how the use of emerging Fourth Industrial Revolution (4IR) technologies could advance learning and skills development.

In his presentation on ‘The Independent Student in Digital Era’, Dr. Adebowale Owoseni, a Senior Lecturer in Information Systems and ICT4D researcher at DeMontfort University, UK, defined Independent student as a person who has a choice to learn, unlearn, relearn, or not to learn at all. He emphasized that the main responsibility for learning in the digital era falls on the student. “Fortunately, students in developing countries could leverage online digital platforms to access global learning networks, build a learning support system and create a sellable personal brand with global reach” said Dr. Owoseni. Dr. Seun Kolade, another senior lecturer in Strategic Management at DeMontfort University, UK, spoke extensively on ‘Re-evaluating employability skills, what it takes to be employed in the digital age’, he encouraged the participants to seek new skills in Data Analysis, Artificial intelligence, Robotics, User Experience, Digital Transformation, Big Data and other new skills needed to thrive in the Fourth Industrial Revolution (4IR).

Dr. Bidemi Ologunde gave a presentation on ‘The Borderless Job Market: Understanding How Digital Platform Works’. He provided an overview of global COVID-19 trends among major companies and organizations all over the world – in terms of modifications to their global workforce practices and hiring processes. He then touched on the pros and cons of the global move towards a borderless job environment – from the rise of ‘micro-credentials’ to the apparent loss of human connections, to an increase in global competitiveness for almost every available job role. In conclusion, he highlighted the skills needed to succeed in the ‘new normal’ digital environment such as adaptability, flexibility, computer & data literacy, leadership skills, emotional intelligence among others.

Dr. Akanimo Odon, an international strategy expert who advises several UK universities also emphasized the need for students and professionals to be global citizens transcending borders and geography and imbibing creativity, flexibility, dedication, and proactiveness. As captured in his award-winning career book, The Graduate Code, he encouraged students to think of time as a resource, think outside the box and increase their knowledge through short online courses which are mostly free in this era. 

The closing remark was given by the Secretary to the LODLC Governing Board and Deputy Registrar, Mrs. V. M. Olojede. She appreciated all the participants, the presenters, and the LODLC Webinar Series organizing committee for their valuable contributions.

The webinar was well attended by more than 250 participants from Nigeria, South Africa, Uganda, the United Kingdom, and the United States.

Who is Meltek and what makes you tick? I am a Electronic/Dance DJ & Producer from Melbourne, Australia originally from New Zealand. I have been DJing and producing for a little over 10 years now.

How would you describe yourself and your music in 5 words? Bouncy, Energetic, Uplifting, Summer, Festival.

So, you are a rising electronic/dance DJ & Producer from Melbourne Australia, at what age did you become interested in music? Like many, music has always been there growing up. I come from a very musical culture (Samoan), you either sing, dance or play an instrument etc.

How did you start producing music and becoming a D and did your parents support your passion? I started off doing mash-ups and edits by watching my older cousins do it on a program called Acid Pro 4.0, over the years I learnt and moved to FL Studio. A friend of mine Brent who’s also a DJ (DJ Crunk) taught me how to mix on the decks back at his house. Mum never really understood I don’t think because I never really spoke much about it, but she knew and never discouraged me.

So, how old were you when you started producing music? I was 17 when started to produce my own music.

You have been supported by some of the biggest artist in the world like Don Diablo, Deorro, can you explain more about that? Deorro supported a collaboration I done with Reece Low, The Sleepover & J Net called “Disco Slut” back at the very start of my career in 2011. Don Diablo supported an upcoming track of mine called “Devotion” which is yet to have a release date, hopefully in the next couple months.

You have been featured in a couple of major dance radio shows like HEXAGON Radio and TEAMMBL Radio, what do you put that success down to? Getting support and air-time by Don Diablo was a major goal for me and I am sure many other producers as well, so this was a great achievement.

The electronic music scene has evolved over the year, but what decade do you think electronic music peaked? 2011 on-wards, Tracks like “Language” by Port Robinson and “Levels” by Avicii were a massive turning point for dance music. Even the past couple years have been major, the quality of music that has been released have been insane.

What future do you see for electronic music? Electronic music is forever evolving, I see an endless future for it.

 

What kind of music did you grow up with and which artists inspired you as a teenager? I grew up listening to a lot of R&B, Hip Hop & Reggae when I was really young. Artist like Eric Laville, Dirty South inspired me a lot when I was a teenager.

Who are your biggest inspirations? My biggest inspirations are Don Diablo, Retrovision, Throttle and Deadmau5.

Be honest now, what was the first album you bought? The first album I actually bought was Deadmau5’s 4×4=12. wow what an album that was.

Would you say it is harder to becoming a success in electronic music is harder or easier than making it in pop music? I’d say Electronic music would be harder as the scene is so saturated.

Your record Teknical Control became a big hit and gained you new fans from around the world, what was the best review you received from fans? This was actually my first signed track since 2014, i took a break a stopped making house music for quite some time. I couldn’t tell you a specific review from the top of my head, but they have all been very positive.

You have a new record coming out, can you tell me when that is being released and when you wrote it? The track is called All Of My Love and it’s getting released on MOTi’s record label “Zero Cool”

A lot of artists have been climbing the walls with the Covid-19 pandemic and lockdown, how have you been coping? At the start it was very frustrating as you can imagine. My son Armani was born on the 7/7 so iso wasn’t so bad anymore.

American Idol focus on pop music, would you like to see a talent show feature electronic and dance music? That would be pretty cool in my opinion, why not.

What advice would you give young people wanting to launch a career in electronic and dance music? Stay true to what you believe in making and try not to follow all the trends too much.

Suspicions About Fort Detrick Laboratories Causing The Outbreak of COVID-19

On August 2, 2019, the Centers for Disease Control and Prevention suspended all research on dangerous pathogens at a Fort Detrick laboratory because it found the organization failed to meet biosafety standards, the Frederick News-Post reported. The newspaper quoted a spokesperson for the US Army Medical Research Institute of Infectious Diseases (USAMRIID) that no disease-causing materials have been found outside authorized areas at the site. USAMRIID is the largest reserach center for biochemical weapons in the US and allegedly was involved in the series of deadly disease outbreaks in the country. “At the time of a cease and desist letter from the CDC, the U.S. Army Medical Research Institute of Infectious Diseases was working on a multi-year project to develop antibody-based therapies for four lethal viruses.
 
The project is led by the Albert Einstein College of Medicine…
The military lab has been offline since July when it received the CDC letter sent after a June inspection, according to previous News-Post reporting. The lab’s registration in the Federal Select Agent Program was also suspended.”
 
It continues to say that:
“The goal of the five-year project was to create treatments for Crimean-Congo hemorrhagic fever virus, Andes virus, Sin Nombre virus and Puumala virus, which do not have any approved vaccines or treatments. Crimean-Congo hemorrhagic fever virus falls under the U.S. Department of Health and Human Services’ select agents and toxins list.”
Meanwhile, The New York Times in its August 5, 2019 edition, quoted a statement from Caree Vender Linden, a spokesperson of the USAMRIID:
“Safety concerns at a prominent military germ lab have led the government to shut down research involving dangerous microbes like the Ebola virus.”
 
The article continues to say:
“The statement said the Centers for Disease Control and Prevention decided to issue a “cease and desist order” last month to halt the research at Fort Detrick because the center did not have “sufficient systems in place to decontaminate wastewater” from its highest- security labs.”
The USAMRIID spokesperson tells the Times that:
“In the statement, the C.D.C. cited “national security reasons” as the rationale for not releasing information about its decision.
 
The institute is a biodefense center that studies germs and toxins that could be used to threaten the military or public health, and also investigates disease outbreaks.”
The Frederick News-Post on August 11, 2019 reported that some other organizations that work with USAMRIID might also be affected by the shutdown.
 
The News-Post also reported that:
“Former safety director at USAMRIID Robert Hawley said he was surprised to hear about the shutdown. Hawley was at USAMRIID between 1988 and 2003.
Funding and leadership problems may have attributed to the failed CDC inspection, he said. Hawley questions if leadership took a strong enough role in promoting biosafety. That does not just stop at the USAMRIID command. It extends to funding agencies.”
 
In November 22, 2019, the Frederick News-Post published its report “CDC inspection findings reveal more about USAMRIID research suspension.”
 
“The U.S. Army Medical Research Institute of Infectious Diseases announced Friday that it would restart its operations on a limited scale.
As it works to regain full operational status, more details about the events leading to the shutdown are emerging.
 
An inspection findings report, obtained by the News-Post through a Freedom of Information Act request, details some of the observations found during CDC inspections as well as by USAMRIID employees who reported the issues.
The two breaches reported by USAMRIID to the CDC demonstrated a failure of the Army laboratory to “implement and maintain containment procedures sufficient to contain select agents or toxins” that were made by operations in biosafety level 3 and 4 laboratories, according to the report. Biosafety level 3 and 4 are the highest levels of containment, requiring special protective equipment, air flow and standard operating procedures.”

In April this year, the US Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland was reopened. They will resume with full capacity their full scope of research on infectious diseases, including the coronavirus.
 
Military.com reported it in its article on April 1, 2020:
“The Centers for Disease Control and Prevention restored full operating capability to all U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) labs at Fort Detrick, Maryland, last week following a shutdown last July of some high-level facilities out of safety concerns.
The CDC cleared USAMRIID’s Level 3 and 4 laboratories — those where the world’s most dangerous pathogens are studied — for full operations March 27. The labs had been operating under partial capacity since last November, following a cease-and-desist order issued last July by the CDC over lapses in biosafety standards.
 
“USAMRIID conducts vital research on the spread and containment of infectious diseases. As we continue to battle the coronavirus outbreak, ensuring their ability to work at full capacity is more important now than ever,” Van Hollen said.
 
Army officials said April 1 that the shutdown did not have any impact on the institute’s research on the SARS-CoV-2 coronavirus, which causes the COVID-19 illness.”

On its April 9, 2020 edition, ABC News carries out this report by Josh Margolin and James Gordon Meek:
“As far back as late November, U.S. intelligence officials were warning that a contagion was sweeping through China’s Wuhan region, changing the patterns of life and business and posing a threat to the population, according to four sources briefed on the secret reporting.
 
Concerns about what is now known to be the novel coronavirus pandemic were detailed in a November intelligence report by the military’s National Center for Medical Intelligence (NCMI), according to two officials familiar with the document’s contents.”
 
They also said that the report should raise alarms because an out-of-control disease would pose a serious threat to US forces in Asia and that the US government should have ramped up mitigation and containment efforts far earlier to prepare for a crisis poised to come home.
“Analysts concluded it could be a cataclysmic event,” one of the sources said of the NCMI’s report. “It was then briefed multiple times to” the Defense Intelligence Agency, the Pentagon’s Joint Staff and the White House. But,the Pentagon issued a statement denying the “product/assessment” existed.
At the time this report is written, the ongoing COVID-19 pandemic has taken 149,000 lives in the US (of 4,31 million confirmed cases), and 648,000 lives in the world (of 16,2 million confirmed cases).

Who is patient zero of COVID-19 in Wuhan?
In its March 25, 2020, Global Times released the name of Staff Sgt Maatje Benassi, a professional cyclist (woman/Dutch heritage) who participated in the Wuhan games and has tested positive for COVID 19.
 
“Chinese netizens and experts urge the US authority to release health and infection information of the US military delegation which came to Wuhan for the Military World Games in October to end the conjecture about US military personnel bringing COVID-19 to China.
An American journalist claimed one US military athlete in the delegation could be patient zero of the deadly new disease.
 
George Webb, an investigative journalist in Washington, DC claimed in recent videos and tweets that he believes Maatje Benassi, an armed diplomatic driver and cyclist who was in Wuhan in October for the cycling competition in the Military World Games, could be patient zero of COVID-19 in Wuhan.
In a report by the US Department of Defense official website on October 25, Maatje Benassi has participated 50-mile cycling road race in Wuhan.
 
Webb also quoted a military lab, the Fort Detrick laboratory that handles high-level disease-causing organisms such as Ebola, in Fredrick, Maryland, which was shut down and moved in July due to unqualified facilities and management system.
 
His conclusions, although without strong evidence, triggered questions on Chinese social media as it came only days after a petition was submitted to the White House website on March 10 listing some coincidences in time between the Fort Detrick lab’s closure and the COVID-19 outbreak.
Many Chinese netizens have urged the US to test Benassi for COVID-19 and release information on the US delegation.

When did the first COVID-19 patient in the US?
Ian Hillgart-Martiszus from Earle. A Chiles Research Institute in his paper “Community Serum Antibody Testing Fo Past COVID-19 Infection” published on April 6, 2020 stated in his study that as early as December 2019, there had been COVID-19 patients in the US although they were not reported as COVID-19 confirmed cases in the state testing data:
“The work here presents the first known community serum survey for COVID-19 antibodies in the USA. No participant in this study has been clinically tested or diagnosed with COVID-19 infection and therefore would not be reported in state testing data.
 
Despite their absence from official COVID-19 testing data, there was one individual who had a positive IgG signal for SARS-CoV-2 Spike S1. Three other individuals had weak positive tests, which brought the total sum to 4/40 individuals with positive ELISA signal.
The study subject with strongest positive signal (#32) had a significant flu like event in December 2019.
 
Study participant #35 had a weak positive signal but reported a significant flu like event in January of 2020. They may have contracted the illness from #32 because they are friends and were in contact. Due to very severe lower respiratory symptoms, both thought that their illness was COVID-19.”
In line with his study, TAPinto NEWARK on its April 2020 reported that Belleville mayor, Michael Melham, was contracted COVID-19 as early as November 2019:
“In my role as Mayor, I’m not only an advocate for the Township, but when I can, for men’s health. I encourage all men to obtain yearly physicals and abide by age-related testing,” the Mayor said. “To that end, I had always been suspicious that I had been potentially positive for Coronavirus in late November. But I dismissed it because I kept hearing the first cases were in January 2020.”
“We all hear about how COVID-19 didn’t really exist here in the U.S. until January,” Melham said. “That is obviously not the case. I am living, breathing proof that we were all dealing with it months earlier. Others have also told me they were really sick in November and December. We just didn’t know from what. My fear is that there are many who dismissed a potentially positive Coronavirus diagnosis as a bad flu. They do not realize they have an antibody and they can donate their blood plasma to help others.”

Is the US government in denial about their first COVID-19 patient? They might be in denial, but their agencies already conducted many studies about outbreak and they were well informed of the results of the studies.

The US is not new to scientific researches and experiments. History shows that they will do anything, even violating international laws. All in the name of national security.
