Courts across the country are modifying their rules and, in some cases, shutting down all-together. Most court functions have been severely reduced to discourage gatherings required for normal court business. Exceptions exist for the most critical legal interventions in society; gun restraining orders, emergency family custody disputes, etc.
However, businesses and companies face a complete shut-out to justice served over business disputes. As of May 1st, 2020, here is what the court landscape looks like.
California Supreme Court
Currently, the California Supreme Court can mostly maintain business as most functions have been converted to remote. A “staggering” policy implemented extends deadlines out 60 days, and then has been extended again.
Superior County Courts
All the below courts have certain exceptions for safety or family matters.
Los Angeles – Shut down till May 12. Our own investigation sees a few dozen new cases being filed per day.
Orange County – Shut down until May 22. Our own investigations show virtually zero new case filings.
Riverside – Any conferences, meetings, or trials that had been scheduled are cleared and need to be rescheduled when open.
Sacramento – The courts are shut down and will not begin to allow scheduling until June 1, 2020.
San Diego – The courts have been shut down and were set to reopen May 1st. However, the day before, the court extended the shut down until May 22nd.
San Francisco – The courts are shut down until June 1, 2020.
Ventura County – The courts are shut down until May 12, 2020. Extensions at that time are unknown but carry some likeliness to happen.
California Federal District Courts
The 4 district courts have mostly converted to e-file, and have stopped new filings except for urgent, extremely time sensitive matters. The court websites list specific phone numbers you should call for more information.

The Nashville troubadour takes listeners on a journey to the heart of American music.
Mark Henes has spent years performing around Nashville’s music scene, cultivating a loyal following with his genre hopping, Americana influenced sound. Now he is finally ready to formally introduce himself to the world with the release of his debut album “Crystallized Reflections,” which features thirteen stellar tracks that touch on everything from country and soul to punk.
Lead single “Ghost Train” kicks things off. A haunted ode to lost love, the song takes its influence from the outlaw country of the seventies, with a hard edged sound held together by Henes’ booming baritone. Mark immediately starts to show his versatility as he switches gears on album highlight “I Pray, I Pray,” in which he is backed by a soulful horn section. The acoustic guitar driven “The Underground” channels Johnny Cash. “I am traveling to the north country,” he sings mournfully, as a string section sets the mood behind him.
There are many artists out there who can play multiple genres, but very few who can do it as convincingly as Henes. This is best exemplified by “Strip Me Down,” in which the young songwriter shows off a completely different side of his artistry. An energetic pop punk song that would sound right at home on the Warped Tour, it shows Mark at his most confrontational, with a hook that gets stuck in your head right away and stays there for weeks.
Across thirteen songs, Mark rarely repeats himself stylistically, but the entire album is held together by his commanding voice and thematic consistency. On “Arm Full Of Roses,” he slows things down again, with a comforting ballad that might have sounded at home on vintage FM radio in the sixties. The reverb heavy guitars and doo wop harmonies enhance the retro magic of the production, before giving way to chugging blues rock of “Death Was The Penalty,” in which Mark plays the role of convicted criminal as a wall of guitars provides the soundtrack for his getaway.
By the time Henes gets to album closer “Tennessee Hills,” with its old time fiddles and banjos, the listener gets the sense they’ve spent the past hour or so driving slowly across the middle of the country, exchanging stories and songs with a childhood friend. “Crystallized Reflections” is a truly one of a kind album from an artist who is just getting started on his musical journey.

NEW DELHI/AHMEDABAD (Reuters) – India has shipped 50 million tablets of hydroxychloroquine to the United States, an Indian source with direct knowledge of the exports said, although U.S. regulators warned the anti-malarial drug may have harmful side effects in the treatment of COVID-19.
The trade, India’s biggest export of the drug to any country, follows a request by U.S. President Donald Trump for New Delhi to release supplies of hydroxychloroquine as a possible treatment for the respiratory disease.
“It amounts to 50 million tablets… Commercial companies are pursuing. It’s ongoing,” said the source, who declined to be identified due to the sensitivity of discussions with the United States.
The U.S. Food and Drug Administration, the European Union’s drug regulator and the Canadian health department have cautioned against the use of hydroxychloroquine, citing side effects such as abnormal heart rhythms and a dangerously rapid heart rate.
However, the health warnings have done little to deter the drug’s imports to the United States, where some doctors are continuing to prescribe the drug for the treatment of COVID-19.
“There is high demand for hydroxychloroquine in the international market including U.S.,” Viranchi Shah, senior vice-president, Indian Drug Manufacturers Association (IDMA), told Reuters.
This month India said it would allow some exports of hydroxychloroquine after Trump touted it as a “game changer” and urged Prime Minister Narendra Modi to send supplies.
In Modi’s home state of Gujarat, 68 new licences have been issued to drugmakers to manufacture hydroxychloroquine formulations, H.G. Koshia, commissioner, Food and Drug Control Administration (FDCA), Gujarat, told Reuters.
“Majority of these licences are for exports,” he said.
Teva Pharmaceutical Industries, IPCA Laboratories and Cadila Healthcare are among India’s leading suppliers of hydroxychloroquine.
Cadila Healthcare recently said it was ramping up production tenfold to 30 metric tonnes per month.
Sales of the decades-old treatment had soared overnight after Trump’s advocacy of the drug, raising questions whether political pressure had overridden scientific criteria in the crisis.
As the U.S. coronavirus death toll topped 60,000 on Wednesday – the highest in the world – doctors in the United States are desperate for anything that might alter the course of the disease, which attacks the lungs and can shut down other organs in severe cases.
“Pharma companies in Gujarat are continuing to produce and export hydroxychloroquine in large quantities,” IDMA’s Shah said.
The foreign ministry said India was continuing to supply hydroxychloroquine, and other essential medicines produced in India, to other countries. These supplies were taking place both on a humanitarian and a commercial basis.

Newly appointed Consul General of India in Chicago, Amit Kumar, joined the interaction at the inaugural conference call convened under the aegis of National Council of Asian Indian Associations [NCAIA] led by Harish Kolasani on April 7, 2020 in Chicago, a press release from the Task Force Media Manager Sanjeev Seenath, said.
More than 50 Midwest leaders of community organization met online through Zoom, to extend a warm welcome to the new Consul General.
Participants appraised Consul General Kumar on the broad range of efforts undertaken by them in the Midwestern to mobilize resources, provide critical medical supplies where needed, provide personal protective equipment, guide those in need through the procedures availing government loans/grants, provide accommodations to the displaced students from India, and caring for the most vulnerable senior citizens among other activities such as delivering food and medicines, the press release said.
“This collective partnership between the prominent community leaders of major organizations and Consul General Amit Kumar clearly created a huge synergy enabling a large-scale mobilization of medical help, counsel, aid, guidance to those affected by the pandemic outbreak,” organizers said, adding that since the Task Force fanned across the communities, it had the potential for unleashing huge reservoirs of resources in the fields of medicine, business, legal affairs, women’s issues, and immigration, among others. not only impacting the lives of the Indian American community, but also the spectrum of the mainstream communities.
Consul General Amit Kumar praised the initiatives, efforts and contributions made by the members of the Indian Task Force and their organizations in helping local authorities and communities in their fight against the pandemic, and added he would be an active partner with the community in this mission.
Consul General Kumar also briefed members about the steps taken by the Embassy and Consulates to assist Indians. He assured that the Consulate will continue to work with all concerned in addressing the evolving situation. He also advised those in the meeting, to closely follow Consulate’s website and social media platforms for updates / advisories and to contact Consulate’s help-lines in case of any emergency.
Kolasani, president of NCAIA in his statement said, “Never in the history there was such a large convergence of community of leaders coming together in such unprecedented unity to rally in solidarity in fighting this explosive pandemic in our communities in America,” adding that it is “a shining testament” to the extraordinary human spirit of the Indian Americans. Kolasani outlined how the pandemic outbreak motivated the creation of the task force with immediate-past Consul General Sudhakar Dalela who lent help and guidance .
Currently, the NCAIA is working hard on creating a Helpline and a dedicated Website, Kolasani said.
